I would call it a blow torch.
That one isn't very good. I have been watching for 5 minutes and it hasn't melted that ice-cream yet!

That would be a blow torch over here, as well. Sometimes they are defined by the type of gas used; propane torch, butane torch, MAPP torch. The ones you buy at the hardware store that are used for soldering or other types of metalworking can all be used in the kitchen to "bronze" food but they do make specialized (more expensive) ones that are called kitchen torches, cook's torches, or brûlée torches.
