B is commenting on A's ability to maintain a fitness program. It takes (self) discipline to run everyday, rain or shine. The "nothing, if not" part is a little harder to explain. Sometimes, it is used disparagingly, meaning there is nothing else admirable about A except his discipline. In this case, though, I take it to just mean "certainly". It is similar to "at the very least, you have discipline" and uses exaggeration to drive home a point...the worst thing that could be said of B is that he has discipline (which isnt really a bad thing, at all).
