a. We will build a bridge here. As well, we will build a stadium.
b. We will build a bridge here. As well as that, we will build a stadium.

c. We will build a bridge here. We will build a stadium as well.
d. We will build a bridge here. We will build a stadium as well as that.


Which are grammatically correct?

I think 'as well' could be replaced by 'as well as that', but the latter is rather rare and awkward.

I think all of the sentences are correct but only (c) is natural.

If you insist on two sentences, then b and c seem okay to me. The phrase "as well" sits most happily in final position. The phrase "as well as that" sits most happily in initial position. Don't ask me why.

Perhaps because it's the most prominent position in the sentence for introducing the fact that it's an ancillary or subsidiary statement.
