B: How did someone that stupid ever get into Congress?
- Hi everyone! I Googled the meaning of "ever" and it has quite a few meanings. Is it used to show that you are surprised or shocked in this situation?

Here, it is an emphatic intensifier indicating that what is being described is the opposite of what seems to the speaker to be logical, desirable, or anticipated on the basis of common sense.
Tim Kaine is — technically speaking — incorrect. Slavery in the United States was inherited from the days of British colonial rule, and before the British arrived there had been slavery in the American territories that were controlled by imperial Spain. It had also been practised by some Native American tribes even before the first Europeans set foot on the continent.
On the other hand, it took the ingenuity of the citizens of the newly independent Thirteen Colonies (which eventually morphed into the United States), and their resolution to use forced labour on their plantations of cotton and sugar cane, to thoroughly entrench it economically and institutionally. So in that sense Kaine was not far off the mark.
