K. Allen Griffy, you seem to have hit the bull's eye. Many many thanks!

Well done KAG!

Meanwhile, I wonder if I can hit a horse's eye with this bull?

'Still in the starting blocks' is an idiom that implies that there's second half missing, e.g...'when the race is already over.'
But I think this is the one you want Julie.

One possible idiom is "get off the pot" in the sense of "bath-room" vice "poker". There must be some saying about the women who can't stop primping and come out of the bathroom, but I can't remember it.

Julie, variations derived from the saying >> "It's not over till the fat lady sings." may be what you want .. for instance the saying >> "The fat lady hasn't sung yet." moves closer but >> "The fat lady isn't even in the theatre." moves even further back and carries the implication that things have not even begun far less begun to be decided ..
